Bureau Veritas, NZCBS Launch UK Net Zero Verification
  • The UK Net Zero Carbon Buildings Standard verification scheme is now open, giving building owners a formal route to validate net zero carbon aligned claims.
  • The voluntary Standard covers new buildings, existing assets and retrofits across 13 sectors, with verification based on measured building performance.
  • Bureau Veritas will administer the verification framework, which is designed to strengthen governance, reduce greenwashing and improve investor confidence in building-level climate claims.

The UK built environment has gained a new verification framework for assessing whether buildings are genuinely aligned with national net zero goals.

Bureau Veritas and Net Zero Carbon Buildings Standard Limited have opened verification under the UK Net Zero Carbon Buildings Standard, or UK NZCBS. The first trained verifiers are now ready to assess registered buildings.

The voluntary Standard applies to new construction, existing buildings and retrofits across 13 sectors. It establishes measurable requirements for determining whether a building can claim to be Net Zero Carbon Aligned.

For property owners, investors and occupiers, the framework introduces an independent mechanism for testing those claims against a consistent methodology.

Moving from projections to measured performance

A central feature of the UK NZCBS is its focus on measured, in-use building performance rather than predicted outcomes.

That distinction has become increasingly important as companies, investors and regulators scrutinise the credibility of environmental claims. Independent verification can help prevent unsupported net zero claims while giving capital providers more confidence in reported building performance.

The framework is also intended to support alignment with UK climate targets and strengthen ESG credentials across real estate portfolios.

Christopher Jockel, Project Lead at Bureau Veritas, said: “Our role within the UK NZCBS verification scheme is to verify that Net Zero Carbon Aligned claims are accurate and reliable and to create a system that administers, manages and governs those verifications so they are consistent with international standards and best practice. By providing independent verification and a system to govern them, we are helping give the market the confidence it needs to accelerate decarbonisation across the built environment”

Bureau Veritas, NZCBS Ltd and industry stakeholders spent the past year developing the verification methodology. Bureau Veritas also advised on the governance structure behind the framework and trained the first UK NZCBS verifiers.

Three verification routes for buildings

The Standard provides whole-building, landlord-only and tenant-only approaches depending on the asset and occupancy structure.

Buildings can then pursue one of three verification routes.

Net Zero Carbon Aligned verification is intended for in-use buildings that meet all requirements of the Standard.

A Performance Evaluation route allows building owners to measure progress even when an asset does not yet satisfy every requirement. The assessment identifies which criteria have been met and where further improvements are required.

For new construction and retrofits, Practical Completion On Track checks can take place within six months of completion. These assessments determine whether a building is on course to achieve Net Zero Carbon Aligned status once operational.

The framework therefore creates a staged pathway rather than limiting participation to buildings already meeting the full Standard.

Governance becomes central to net zero claims

Bureau Veritas will act as Verification Administrator, providing scheme leadership and oversight intended to ensure assessments are carried out consistently.

The governance structure is particularly relevant for institutional investors and corporate real estate owners. Building-level carbon claims increasingly feed into portfolio emissions reporting, sustainability disclosures and asset management decisions.

Katie Clemence-Jackson, CEO of NZCBS Ltd, said: “Working with Bureau Veritas as our verification partner, we have collaboratively developed a verification scheme that is robust, impartial and rigorous. In their role as Verification Administrator, Bureau Veritas will ensure verification is carried out consistently and to a high level of quality, providing credibility to Net Zero Carbon Aligned and other verified claims. Through this partnership, NZCBS and BV will support the UK built environment industry on its net zero carbon transition; strengthening industry skills in building performance data collection and reporting, and improving transparency and disclosure of measured performance data.”

From July 28, organisations that have registered buildings with NZCBS Ltd can approach Bureau Veritas to begin the verification process.

As more assets move through the scheme, the resulting pool of independently assessed buildings could provide investors and occupiers with more comparable performance data.

For the wider market, the significance lies in the shift from ambition to evidence. Net zero building claims are increasingly being asked to withstand scrutiny from investors, tenants and regulators. The UK framework gives those stakeholders a common methodology for testing whether real-world building performance matches stated climate commitments.
