Carbon market infrastructure began consolidating, Washington put up to 540 GW of planned clean power at risk, and the European Investment Bank approved $10.7 billion in a single board sitting. Capital was not the constraint this week. Policy and grid connection were.
The week’s defining transaction was the agreed merger of Climate Impact X and Carbonplace, which pulls trading, custody, settlement and multi-registry access into a single platform backed by global banks. It needs Monetary Authority of Singapore approval and will not finish integrating until the first quarter of 2027. Read it alongside Vietnam’s approval of its Article 6 implementation agreement with Singapore and the pattern is hard to miss: compliance-grade plumbing is being built ahead of the Article 6 and aviation demand that is meant to run through it.
The second story is supply. The NRDC put a number on federal policy, projecting that 390 GW to 540 GW of planned US wind, solar and storage may never be built, with only 9 GW of gas stepping in and household rates up 4.2% to 5.5% by 2035. Demand moved the other way. Emerald AI raised $150 million at a $1.05 billion valuation on the argument that flexible data centres could free more than 100 GW on existing wires, and Brazil approved Voltalia’s $35.24 billion Pecem campus with new wind and solar attached. Load is being sited where policy lets it connect.
Capital itself looked plentiful. Citi disclosed $647.2 billion of sustainable finance since 2020, the EIB board approved $10.7 billion, Philips priced the first healthcare issue under the EU Green Bond Standard at $758 million with a book 2.7 times covered, and responsAbility closed a $461 million Asia climate fund that pulled in more than five times its concessional capital. Nuveen passed $1 billion at first close on its fourth C-PACE fund. Nothing in that list looks like scarcity.
One governance signal is worth filing: Deloitte paid $21.5 million under the False Claims Act to settle a DEI probe, which moves demographic hiring targets from a reputational question to a federal contracting one. The story to carry into next week is Shein. Its Hong Kong listing is expected in September and will be the first public market test of whether investors will price emissions roughly double those of Inditex on lower sales, alongside four co-founders holding 90% of the votes.
